CPEC international agreement Need for language planning and policy (part I)

The agreement to create the China-Pakistan Economic Corridor (CPEC) was formally signed in 2015 between the two governments of China and Pakistan. There are two main parts to the agreement: One is the development of energy, infrastructure, economic zones and development of Gwadar Port leading to the creation of approximately a million jobs; and two, social development through cultural exchanges and transfer of knowledge through academic training. Above all, CPEC is seen as critical for job creation providing increased employment opportunities; especially for the lower income groups. CPEC also views education including the acquisition of Mandarin and culture as central to promoting better understanding and improved human capital.

A two year study was conducted by Lahore School of Economics to investigate the soft variables of language and culture to facilitate successful implementation of CPEC Project. The focus of the study was to analyze the present language situation and language needs of all stakeholders in the following areas; language and employment; language and class dynamics; and language and education.

Will IMF learn?

It is now over eight months since the last IMF review in February 2020, and the next tranche of payment due as part of the IMF programme that Pakistan signed in July 2019 is still not forthcoming.

The IMF needs to acknowledge that we have implemented almost all the conditionalities on which it insisted when we signed the July 2019 agreement. This included succumbing to adopting a market-driven exchange rate, implying a much larger depreciation than the extent of our currency overvaluation — sparking inflation and raising cost of new investment.

Revenue mobilization is a challenge grappling the Pakistan economy for the last many decades. It has reached at a stage where the future of the country, economic growth, prosperity of the citizens and even its sovereignty now hinge on the success in this critical area. All the efforts made at the policy level, both in the form of legislation and administrative reforms, have failed to yield positive results. There is a need to evaluate the entire system with a new perspective and determine the key elements missed in the past endeavours to bring a paradigm shift in the future reform efforts. The history of reforms reveals that the rot is so big that anything short of surgery is bound to fail.
